Is it legal for family members to administer IV therapy?

My grandpa has a home health nurse, but she only visits once a week, they were talking about how he needs IV therapy such as using an IV drip and IV push, is it legal for them to teach a family member to administer the medications when the nurse is unavailable?

1. Yes if the person is teachable it can be done, i work with my daughters IV daily (IV fluids) and she has nightly TPN that goes thru her IV line...and Im not a nurse, just a mom
